Neutral Temporals makes the common surface temporal creatures—drifters, bowtorns, and shivers—ignore players unless attacked. They’ll wander, idle, and do their thing, but won’t aggro on sight. If you hit them, they’ll retaliate as normal.
Tested on 1.21.5 still works.

Latley I've been playing with what was the only option I could find close to my desired playstyle rn, /worldconfig creatureHostility passive, which undesirably makes all hostile animals passive as well. So I'm thrilled just a few days later your mod comes out with just what I wanted! Thanks :)
Would it be possible to make an option for them to become hostile based off range? (i.e. If you get too close they will aggro.)
TwelveWishes I think if you rename the file so that it's higher on the modlist, it should load first and take priority. Don't quote me on that though! >_>
Just letting you know that Combat Overhaul seems to modify the Bowtorns and so they keep their aggression - but as the people who install Combat Overhaul are presumably looking for a fight, not really a problem.

You mention surface temporal creatures, am I to asume that those found in caves or of a higher level still aggro on the player?
Primelock They are idle during Temporal storms as well. They will only aggro if you attack them in general. I will see if I can get a config added at some point
Will they stay idle during Temporal storms? I think it's logical that they will aggro when there is a Temporal storm (configurable?), like how minecraft's spiders become aggressive in caves or darkness but neutral at day.
Peridot That's what I wanted! I hate being swarmed out of nowhere all the time, but they are brain dead with passive being enabled!
Oh I appreciate the idea of this, like the surface variants have just enough brain left to be mindlessly wandering insead of fully aggressive beasts. Cool!
