Adds Recipes for the Paper Lantern and changes it's Light Level from 21 to 16.
I changed the light level because I feel like the Metal lanterns should be better than the paper lanterns since they take metal to craft.
The Slide Show above shows all the recipes.
The Recipe using the boards seems to be the go to recipe I see mods use for the paper lantern,
I wanted to also add an alternative that uses 3 sticks instead for the equavilant of each board.
and two recipes to easily switch between lit and unlit versions of the paper lantern.
