Adds a /pubgroup command - /pubgroup <action> <argument>

This lets you choose to open your group up to the public so anyone can join without needing to be invited.

`join`	`<groupname>`	/pubgroup join FriendGroup
`leave`	`<groupname>`	/pubgroup leave City17

A config file will be generated the first time the server is stopped while the mod is installed.

Add 2 config options `UseListsPrivilege` - the privilege required to use any of the commands. Defaults to `chat`. `ManageListsPrivilege` - the privilege required to use the `add` and `remove` commands. Defaults to `chat`.

Prevent joining a group that the player is already in When joining a public group, switch the active group to the one the player just joined (same as when accepting an invitation)

does this work with privileges, so that only admins would be able to create a public group? edit: ok, it seems not. Could you add permissions? would be helpful to create different language chats for example Xel

Chat only groups NOT Player Factions? If so neat.
